Mr. Richard Rubin wrote an article in the Wall Street Journal on April 20 about the lack of funding for the Internal Revenue Service. It appears, He did not do his research.

In the New York Times another article appeared on April 27, 2021:

“Biden Seeks $80 Billion to Beef Up I.R.S. Audits of High-Earners”

IRS never lacked for money.

I know. I worked at the IRS between 1995 and 2001.

Here is the background: Congress mandated that the IRS should hire competent outside people before the the United States Congress will fund the modernization effort, all because the past efforts at the IRS had failed wasting several billion dollars.

I, along with a handful of people were hired to modernize the IRS’s obsolete Information Systems.

Those handful who were hired under this Congressional mandate were called “Blue Ribbon” hires. This annoyed the old timers.

What did I find?

The “Old Timers” were sabotaging all modernization efforts.

Billions of dollars had been squandered and wasted.

The information technology contractors took advantage of the internal fraud, corruption and conflicts within the IRS and robbed the place blind by committing fraud.

Honorable Charles Grassley knows all about it.

Corruption and bribery were rampant.

Mr. Rubin never mentioned anything about all these.

Mr. Rubin should have looked into how many Chief Information Officers came and went in a short period of time. Why, why indeed?

Mr. Charles O. Rossotti (One of McNamara’s wiz kids) was brought in to straighten out the mess.

He was blackmailed by the old-time employees who resisted any new technologies being brought in. Modernization collapsed.

Billions of dollars lost. COBOL was the preferred programming language.

Mr. Rossotti repeatedly lied about the progress of “Modernization” before Congressional Committees.

Yes, Mr, Grassley knows this. His staff knew this, especially Mr. Dean Zerbe.

I refused to participate in this fraud and corruption.

I wrote several memoranda about all these malfeasances, while Mr. Rossotti was the Commissioner. Indeed, I directly wrote him a letter addressed to him outlining how the modernization efforts were being sabotaged. That letter was given to the same people who were involved in that massive fraud. Any head of an organization, upon seeing such a letter would have directly gone to the police or, in this case, directly to the FBI, calling for a thorough investigation. No such thing happened. The retaliation against me began.

Mr. Rossotti was annoyed. He had me physically assaulted.

I had to run out of the IRS building. Fell down. Broke my knee.

I decided the IRS is not a place to work ethically.

I mailed my resignation from home by express USPS mail on September 10, 2001 — one day before the infamous 9/11/2001, directly to the Commissioner Mr. Rossotti stating that I do not do fraud and accept bribes.

The Federal Government was closed for several days because of 9/11. No one at the IRS could have seen my resignation letter for at least a week.

So, what did the Commissioner do? After seeing my letter several days later, he made my resignation letter effective September 10, 2001 — the day I MAILED the letter. Looks like out of vengeance.

The President of the United States should take a look at my resignation letter. The Office of Management and Budget should read my resignation letter.

The FBI should read my letter and launch an investigation.

The Senate Majority Leader should subpoena my resignation letter, before any new funding is authorized.

The honorable Speaker of the House, Ms. Nancy Pelosi should subpoena my resignation letter and make it a part of the Congressional Record.

I will be more than happy to answer any questions by the appropriate authorities.

I know all the participants in this IRS fiasco.
